Add 80 UK public sector GitHub organisations

This PR adds 80 verified UK public sector GitHub organisations —
representing 4,095 public repositories — to U.K. Central and
U.K. Councils, identified through systematic search of the GitHub
API and cross-referenced against .gov.uk domains and official
organisation descriptions.

Note: Planning-Inspectorate was removed from this PR as it is already covered by #1319.

All organisations were verified to exist as GitHub organisations at
time of submission.

Happy to follow this up with a subsequent PR that breaks the UK
sections into a finer-grained taxonomy — for example separating out
NHS trusts & ICBs, devolved administrations, arm's length bodies,
fire & rescue services, and research councils into their own named
sections, if that would be useful to the maintainers.

I think that most of these organizations are worth adding. However, I'd say that some of them should be removed.

• GOV.UK PaaS has been archived and is no longer maintained.
• HM-Treasury and hse-digital do not have any repositories and therefore do not qualify to be added.
• UKSpaceAgency, stfc, and alan-turing-institute should be added to research.yml instead.

These are just some examples. I'd say that most of the organizations are a great fit for this project.

GOV.UK PaaS, is indeed no longer maintained, but then so is gds-dead.
Indeed of the >24k repos from uk public sector, it is only the minority that are actively maintained, however showcasing them has had demonstrable savings in avoiding reuse etc.

Are we able to consider a richer taxonomy on this repo that highlights this, or just encourage more analysis of the data, for example https://www.uk-x-gov-software-community.org.uk/xgov-opensource-repo-scraper/ which reads this repo

I love more external analysis at the least. The link above and similar probably belongs in the README (which needs to be refactored, a lot of the content in this repo is no longer relevant/served from elsewhere, this data excepted) or other doc.
